TEACHERS ON STRIKE IN W.VA.

The nation's second lowest-paid teachers traded pens and pencils for picket signs Wednesday in nine counties in a dispute with the governor and legislature over a pay raise.

West Virginia's first school strike was expected to be joined by teachers in more counties today.

Average teacher pay in the state was $21,904, 49th in the nation, before a 5 percent pay raise last month.

The walkout began after Gov. Gaston Caperton and legislative leaders on Tuesday withdrew their offer of an additional 5 percent pay raise beginning in July.
