UNWORKABLE PLAN, BURDEN ON TAXPAYER

IN A MARCH 24 Commentary Page article, Cabell Brand, president of Total Action Against Poverty, presented President Bush a blueprint to solve our national and international problems. The burden would be placed on the American taxpayer.

He purposes a national sales tax, an income surtax, a securities transaction charge and an import duty on oil. In each case he specifies the percent of our income to be taxed and which taxpayer would pay it.

I fought the war on poverty as an employee of TAP for 23 years before surrendering in 1990. Money, especially other people's money, has not resolved our social and economic problems: Witness our astronomical national debt. Crime and poverty increased during the 1980s.

I suggest respect for human dignity in everyone as a starting point for solving our problems.
