UNPAID LIBRARY FINE DELAYS TAX REFUND

Steven Elliott found out the hard way that an overdue library book can hold up your tax return.

Elliott applied for a three-day rapid refund, but had to wait several weeks because he owed a $2 fine to his library.

A state law allows local governments to collect delinquent fines on everything from child support to library fines by placing a lien on income tax refunds.

Last year, Hampton added library fines to the list of debts it counts against tax refunds.

Elliott had checked out two books that were due in October. He returned them to the night depository Jan. 22 without paying the $1 late fee per book. - Associated Press
