JOHN B. NOFTSINGER JR., a native of Roanoke, has been appointed deputy secretary of education for Virginia by Gov. Douglas Wilder. He will serve in the office headed by Secretary of Education Karen J. Petersen through the end of the Wilder administration.

\ BRUCE HARTMAN of Roanoke received the Driver of the Year Award at the annual Southern States dinner for outstanding safety, service, and dedication in his four years of driving for Southern States.

\ NANCY A. THOMAS, deputy treasurer for Roanoke County, was awarded the title of Certified Governmental Deputy Treasurer.

The program was administered by the University of Virginia's Center for Public Service and Division of Continuing Education. A minimum of three years is required for successful completion of the program.

\ WILLIAM G. JOHNSON, a senior programmer and analyst in information systems with the Atlantic Mutual Companies in Roanoke, recently qualified for the Continuing Professional Development Program.

The program, sponsored by the American Institute for Chartered Property Casualty Underwriters and The Society of Chartered Property and Casualty Underwriters, was adopted to recognize CPCUs who participate in continuing education activities.

\ KAREN SUE HENLEY, vice president of the Salem chapter of the American Business Women's Association, has been named the 1993 Woman of the Year by the chapter.

Selection was based on her career accomplishments, education, community involvement and participation in the association.

Henley is a graduate of Virginia Tech and is the loan officer for Southwestern Telco Federal Credit Union.

\ DOROTHY S. WILLIAMS has been named director of development and major gifts at Duke University's Fuqua School of Business. Williams formerly was director of development at Roanoke College.
