TALBOTT TO BE NO. 2 AT STATE DEPARTMENT

In the administration's second move this month to revamp its foreign policy team, Strobe Talbott, President Clinton's top hand on policy toward Russia and other former Soviet republics, will be named to the No. 2 job in the State Department today, administration sources said Monday.

Talbott will continue to manage relations with the former Soviet Union, one of the administration's primary foreign policy chores. As the new Deputy Secretary of State, he replaces Clifton Wharton Jr., who resigned under pressure in November on the grounds that he was unable to handle policy duties or stand in effectively for Secretary of State Warren Christopher.

The biggest change in Clinton's foreign policy/national security lineup came two weeks ago, when Defense Secretary Les Aspin resigned and Clinton named former CIA official Bobby Ray Inman to succeed him. - The Washington Post
