COMPROMISE IS REACHED ON GAY RULES

The Clinton administration has agreed to delete from its regulations on gays in the military language that says "homosexual orientation" alone is not a bar to military service.

But administration officials contended the difference was an editing change that had no effect on the substance of the regulations.

The move came in response to complaints from Republican senators about the new regulations. It appeared to end the emotional debate over a subject that has dogged the Clinton administration since it took office.

The change involved dropping the phrase "homosexual orientation" at three points in the regulations.
