VANGUARD/WINDSOR FUND LEADER TO QUIT

John Neff, one of the lions of the mutual fund industry, said Thursday that he will give up his 70-hour weeks running the $10.7 billion Vanguard/Windsor Fund at the end of 1995 and turn his attention to teaching, travel and, perhaps, writing a book drawn from his 40 years of outperforming the market.

Neff, 63, will be succeeded by Charles T. Freeman, 51, Neff's protege for 25 years at Wellington Management Co., the investment counseling firm that manages the Windsor Fund for the Vanguard Group, of Valley Forge, Pa.

Neff will remain a consultant to Wellington, where he is managing partner.
