VIRGINIA BEACH IN A ROW OVER TRASH

Oceanfront merchants who fear that mounds of rancid garbage will repel tourists are raising a stink over the city's proposal to eliminate daily trash pickups.

``You can't have trash, garbage, smell, stink and liquid all up and down the street,'' said Rick Anoia, a motel operator who serves as chairman of a lobbying group for oceanfront businesses. ``That's a negative message that we're sending out to the guests of Virginia Beach.''

The city now hauls trash from 190 resort-area businesses seven days a week in the summer. But on Tuesday, city council will consider eliminating commercial trash hauls as of March 1 and letting merchants hire private contractors. The city also might give a franchise to a single private contractor or continue the daily pickups and raise the fees resort businesses pay to cover the full cost.
