NEW PULASKI LAWS TO AFFECT TRASH, WEEDS AND JUNKED CARS

Pulaski citizens may need to check out some recently changed town regulations dealing with trash, weeds, junked cars and other nuisances to make sure they are not violating any of them.

Trash placed at curb side too soon, weeds let grow too high or inoperable cars improperly placed can all bring town corrective actions, legal or financial.

Town Council amended those ordinances effective this month. They were made tougher to improve the appearance and cleanliness of the town, something that citizens have told their representatives needed to be done.

The current ordinances have the following requirements:

* Garbage in containers or plastic bags can be be placed for curb-side pickup not more than 24 hours before the scheduled collection time. No trash, refuse or waste will be allowed to accumulate on any premises in town. People in violation of the ordinance have seven days to correct the problem if notified in person, or 10 days if notified by certified mail, and failure to do so will constitute a misdemeanor.

* No dumping of trash, garbage, refuse or litter is allowed on public property, or private property without the owner's or agent's written consent. Violators will be charged with misdemeanors.

* Uncut grass, weeds and brush are not permitted to grow higher than 18 inches within 100 feet of any building or paved street. Violators will be sent certified letters and given 10 days to correct the situation. Otherwise, the town will hire a contractor to clean the lot, with the cost of the work plus a 25 percent surcharge billed to the owner.

* It is against the law to keep inoperable vehicles on property in residential, commercial or agricultural zones unless they are inside a fully enclosed building or otherwise shielded from view. Even then, no more than one vehicle is allowed. Violators will again be given 10 days to remedy the situation if notified by certified mail. Then, the town is authorized to hire someone to tow away the vehicle, and dispose of it unless the owner contacts the town within 14 days. The costs of removal and disposal plus 25 percent will be charged to the vehicle owner and property owner.
