HARTZOG NAMED TO HEAD ARMY TRAINING COMMAND

{LEAD} President Clinton nominated Lt. Gen. William W. Hartzog on Tuesday to head the Army's Training and Doctrine Command at Fort Monroe in Hampton.

Hartzog, 52, would receive a fourth star with the new assignment. Since August 1993, he has been deputy commander in chief and chief of staff for the U.S. Atlantic Command in Norfolk.

{REST} Hartzog would succeed Gen. Frederick M. Franks Jr., who is retiring after more than 35 years in the Army. Franks, 58, has headed TRADOC since August 1991.

TRADOC implements Army policies on combat training. It oversees 17 installations and 26 schools with more than 64,000 soldiers and civilian personnel.
