PROPOSED STADIUM HEARING SET

Jack Kent Cooke's plan to build a new stadium in Laurel for the Washington Redskins face its first major test at a zoning hearing scheduled to begin Monday and last at least a week.

Robert C. Wilcox, Anne Arundel County's administrative hearing officer, said he expects the hearing to be one of the largest, if not the largest, in county history.

The Redskins need a special exception and seven variances from the county's zoning code to build the proposed $160 million stadium. To win approval, officials must show the stadium would be compatible with the industrial-zone surroundings.

Walter Lynch, the Redskins' project manager for the stadium, said the team plans to show the economic benefit to Anne Arundel County and Maryland because of taxes generated by the stadium.

But Jeanne Mignon, president of Citizens Against the Stadium II, said she has ``read study after study that shows otherwise.''

Cooke said he will pay for the stadium, but the county must pay for road, sewer and other improvements. by CNB
