WEEKLY BRIEFING

TRAINING CUTS: The flying time of three carrier air wings will be reduced through Oct. 1 to help close a budget gap created by unplanned operations in Haiti and elsewhere. The monthly flying time for an F/A-18 fighter-bomber crew, for example, will be cut from 25 hours to 11 hours. None of the carriers - the Saratoga, Nimitz and Carl Vinson - are based in Norfolk. The move is expected to cut about $44 million.

`SAVE OUR SARA': A Jacksonville, Fla., group is trying to raise $4.5 million to turn the Florida-based carrier Saratoga into a tourist attraction and convention center after it is decommissioned Aug. 20. About $500,000 has been pledged to date. An estimated 425,000 people a year would visit.

SHIPYARD: The Washington Post, citing unnamed Defense Department sources, reported Tuesday there is a ``strong chance'' Norfolk Naval Shipyard in Portsmouth will shut down. Navy and congressional sources contacted Tuesday insisted it is too early in the 1995 base closing process to say what bases will close. The report repeats earlier speculation that the Navy will cut down to one shipyard on each coast - a move that some observers say would favor the Portsmouth yard.

COMINGS & GOINGS

CHANGE OF COMMAND:

Capt. William R. Klemm relieves Rear Adm. James L. Taylor as commanding officer of the Norfolk Naval Shipyard in Portsmouth. Klemm, the 98th commander since the shipyard began federal service in 1794, has been serving at the shipyard as officer in charge of the Naval Sea Systems Command's Advanced Industrial Management site. Taylor will become a division director with the Deputy Chief of Naval Operations in Washington.

Navy Capt. Wynn Coon relieves Capt. Philip S. Hannaford as commander, Defense Distribution Depot, Norfolk (formerly Navy Supply Center). Hannaford is retiring after 31 years. Coon comes from the Industrial College of the Armed Forces.

Capt. William A. Jackson relieves Capt. Kenneth R. Chase as officer in charge of Cheatham Annex, near Williamsburg. Jackson, a native of Portsmouth, comes from the Fleet and Industrial Supply Center in Oakland, Calif. where he served as executive officer. Chase is retiring after 26 years.

COMMISSIONING:

The destroyer Stout will be commissioned Saturday in Houston, Texas. Its crew of 337, nicknamed ``Stoutmen,'' will then prepare for the maiden cruise to their new home in Norfolk. They are scheduled to arrive Aug. 22.
