Ralph G. Lampert Jr. has formed Lambert Construction Inc. at 405 S. Parliament Drive, Suite 201, Virginia Beach, specializing in commercial and industrial work. The company is a ``Class A'' firm with projects for a single contract of $70,000 or more, or projects within a 12-month period of $500,000 or more.

Lampert was the former vice president with Hathaway-Duke Construction Co., and is president of the Tidewater district of the Associated General Contractors of Virginia.

Marine Expediters Ltd., surveyors and consultants, opened an office at 1553 Bayville St. in Norfolk. Partners of the business are Scott Wilmot, Kathleen Wilmot, David Briggs and Terry Briggs. Scott Wilmot was the owner of Seatow Inc., a tugboat company. David and Terry Briggs are tugboat captains. CONTRACTS

Basic Construction Co. in Newport News received a $769,886 contract from the city of Newport News for the Warwick Boulevard safety improvements, Phase II.

Oyster Point Construction in Newport News received a $1.1 million contract from the city of Newport News for construction of a fire station.

Basic Construction Co. in Newport News received a $2.1 million contract from the Hampton Roads Sanitation District for the Bridge Street-Claremont Avenue interceptor force main, section 1, in Virginia Beach.

Vico Construction Corp. in Chesapeake received a $1.3 million contract from the Hampton Roads Sanitation District for the Bridge Street-Claremont Avenue interceptor force main, section 2, in Virginia Beach.

W.M. Jordan Co. Inc. in Newport News received a $11.3 million contract from the Navy for construction of bachelor enlisted quarters at Norfolk Naval Shipyard in Portsmouth. BANKRUPTCIES
