The City Council took the following actions at its meeting Monday:

CHURCHLAND NEIGHBORHOOD - Application of River Pointe Associates to modify the property's condition zoning to allow development of townhomes on property located south and east of River Pointe Drive. Approved, 7-0

CHURCHLAND NEIGHBORHOOD - Group housing project application of River Pointe Associates for townhome development on property located south and east of River Pointe. Approved, 7-0

PRENTIS PARK NEIGHBORHOOD - Rezoning application of James Bazemore to rezone property at 1513 Columbus Ave. from Residential Single-Family RS-60 to Industrial M-2. Deferred until Nov. 7

HODGES MANOR NEIGHBORHOOD - Use permit application of the Girls Inc. Center for Youth of Southampton Roads to use 5815-5851-5901 Portsmouth Blvd. for a youth center. Approved, 4-3; Griffin, Pitts and Webb opposed

CITY CODE AMENDMENT - A proposal to amend Article II of the Subdivision Ordinance, Chapter 33, pertaining to sidewalk improvements. Approved, 6-1; Clemons opposed

CITY CODE AMENDMENT - Proposal to amend Section 40 of the city code, Zoning Ordinance, to allow car wash and quick lube establishments with a use permit in the Commercial C-1 zoning district. Denied, 6-1; Hawks in favor

CITY CODE AMENDMENT - Proposal to amend Table 40-44.1, Dimensional Requirements: Residential Zoning Districts of the Zoning Ordinance to increase the minimum lot width in Residential RS-75 to 70 feet and in Residential RS-60 to 60 feet. Approved, 5-1-1; Robinett opposed, Griffin abstained

CITY CODE AMENDMENT - Amendment to the Zoning Ordinance (Chapter 40) requested by the City of Portsmouth to modify the uses permitted in the Commerce Park (CP) zoning district. Approved, 7-0

SOUTHSIDE NEIGHBORHOOD (PortCentre) - Request by the city of Portsmouth to rezone property in PortCentre Commerce Park bounded by Wythe, First, Lincoln and Third streets from Industrial M-2 to Commerce Park CP. Approved, 7-0

CITY CODE AMENDMENT - A proposal to amend the Zoning Ordinance (Chapter 40) to create a Leisure Sports and Commerce (LSC) District. Approved, 7-0

CITY MANAGER'S REPORT:

Ordinance to close an unimproved right-of-way on Duchess Road. Closing this portion of Duchess Road will return it to the tax rolls. Approved, 6-0

Ordinance to amend Chapter 30 of the city code by amending Sections 30-116 (c) and 30-236 (c) pertaining to retirement systems. Amending these sections will clarify that former employees who became vested before terminating their employment with the city will receive benefits of the system that were in effect at the time they left. Approved, 6-0

Resolution to approve Amendment No. 3 to the Southside IV Redevelopment Plan for the Southside IV Redevelopment Project. This amendment proposes to change the land use plan for the properties generally bounded by WAVY, First and Lincoln streets and the property boundary lines of those properties fronting on PortCentre Parkway from Residential-Mixed Land Use to Industrial Land Use. Approved, 6-0

Motion to transfer $33,311 from the Grants Contingency Account to allow Social Services to subcontract with Tidewater Regional Group Home/In-Home Services. These funds will be used to provide group treatment services to parents and children 8 to 18 who have been involved with Child Protective Services. Approved, 6-0
