JAPANESE OFFICERS STUDYING CITY POLICE: Three Japanese police officers will be studying crime-fighting in Norfolk for the next three months to learn more about the American criminal justice system. They arrived on Jan. 25.
Police Sgt. Takahiro Kato, Officer Tetsuji Kanada and Officer Isao Ebi will be touring the patrol, investigative, administrative and other units of the Norfolk Police Department. The three work for the Aichi Prefectural Police, which covers a large part of Japan. It is similar in scope to the Virginia State Police.
Police departments in Alexandria and Charlotte, N.C., also are hosting Japanese officers under the cross-cultural program.

PEOPLE'S LAW SCHOOL: The next session of the People's Law School, which offers a crash course in legal issues, will be held at Virginia Wesleyan College beginning Feb. 23.
The classes will be held for five consecutive Thursdays from 7 p.m. to 9 p.m.
The classes, sponsored by the Virginia Trial Lawyers Association, feature discussions led by lawyers in such areas as real estate, tax, personal injury, domestic relations and consumer law. The six-week session costs $15. Call 456-1634 to register. by CNB
