NORFOLK CITY COUNCIL ACTIONS

These are the actions from the Norfolk City Council meeting on Tuesday. Council member Joseph N. Green Jr. was absent. Unless otherwise noted, all actions were unanimous.

Public hearings

Pursuant to action of the Council on Feb. 21, 1995, on the application of Capital Concrete Inc. by Thomas P. McPhaul, attorney, to close, vacate and discontinue that portion of Liverpool Avenue from the eastern line of the Norfolk and Southern Railway right-of-way, eastwardly to the western line of Stapleton Avenue. Adopted.

Pursuant to action of the Council on Feb. 28, 1995, on the application of the City Planning Commission by John M. Dugan, executive secretary, to amend the Zoning Ordinance Overlay District. Adopted.

Pursuant to action of the Council on Feb. 28, 1995, in the application of the City Planning Commission by John M. Dugan, executive secretary, to create regulations for the Pedestrian Commercial Overlay Districts for portions of Colley Avenue and 21st Street. Adopted.

Pursuant to the action of the Council on Feb. 28, 1995, on the application of the City of Norfolk to amend the Zoning Ordinance to define public service message boards and to establish regulations for public service message boards in Downtown Zoning districts. Delayed until April 4.

Consent agenda

Letter from the city manager recommending that the city clerk be authorized to advertise for a public hearing on the city's annual General Obligation Bond Sale to fund the cash flow needs of the Capital Improvement Program. Public hearing authorized for April 11.

Regular agenda

An ordinance approving a lease between the City of Norfolk and R.L. Vanderploeg for parts of St. Bride's Farm. Adopted.

An ordinance approving a deed of easement with Delmar Limited Company. Adopted.

An ordinance authorizing the city treasurer to docket a lien against certain lands or premises for the expenses to abate nuisances. Adopted.

An ordinance authorizing the operation of a car wash at 766 W. Little Creek Road. Adopted.

An ordinance accepting a grant from the Department of Historic Resources for the restoration of Attucks Theater in the amount of $25,000; authorizing the approbation and expenditure of $25,0000 in the City's FY-94 Capital Improvement Program Budget for the Attucks Theater renovation project; and authorizing the expenditure of $25,000 appropriated as the city's match for said grant. Adopted.

A resolution approving the Commonwealth of Virginia Department of Transportation's proposed location and major design features for the Military Highway Widening Project, 0013-122-V03, PE-101, RW-202, C-502, and requesting the commonwealth to acquire and convey to the city all necessary rights of way. Adopted.

An ordinance establishing an underground utility district for the Military Highway Widening Project, 0013-122-V03, PE-101, RW-202, C-502, from .195 miles north of Interstate 264 to .492 miles north of Interstate 264. Adopted.

A resolution establishing a public housing task force. Adopted.
