Elden A. Hale Jr., a senior executive for The New York Times Co.'s Broadcast Group, has been named president and general manager of WTKR-TV, the Hampton Roads CBS affiliate that The Times is in the process of acquiring. Hale, who will move to Norfolk from Scranton, Pa., will retain his position of executive vice president of programming and development for The Times' broadcast stations. Hale, 48, will succeed Christopher Pike, the station's vice president and general manager since 1989. Pike was informed by The Times last month that he will not be kept on after the station changes hands. The $76 million sale of the station by Narragansett Television Inc. of Providence, R.I., is expected to be completed by June 30. by CNB
