NORFOLK CIVIC LEAGUES ARE INDEPENDENT

It has come to my attention that literature distributed at the Jan. 13 community breakfast and news conference hosted by the Norfolk Federation of Business Districts, listing the Norfolk Federation of Civic Leagues as a member of its organization ``at large,'' has caused some confusion as to the relationship between the two organizations.

To clear up any confusion surrounding this matter, the Norfolk Federation of Civic Leagues board of directors offers the following circumstances:

A seat on the Norfolk Federation of Business Districts board was offered to the Norfolk Federation of Civic Leagues in an effort to establish another communication line between the two organizations; this was presented to the Federation of Civic Leagues membership. The Federation of Civic Leagues voted to accept the offer. As a result, the Norfolk Federation of Business Districts placed the Norfolk Federation of Civic Leagues in the status of ``member at large.''

Relating to the policy positions of the Norfolk Federation of Leagues, this member ``at large'' means only that we are in a more-positive posture to exchange information and we do not automatically endorse any actions of the Federation of Business Districts without a vote of our membership on each issue.

There has been speculation that the Norfolk Federation of Civic Leagues has taken a position on the MacArthur Center project. This is not true. Although there have been many discussions regarding the mall, as of this date there has been no formal action taken.

The Norfolk Federation of Civic Leagues has represented the citizens of its member leagues for more than 40 years and does not lend its reputation to anyone for any reason. Any action on any issue is taken very seriously, and we will continue to maintain the highest degree of professionalism.
