[PORTSMOUTH] CITY COUNCIL ACTIONS

The City Council took the following actions at its public hearing Tuesday; Clemmons was absent: Public Hearings

Resolution to authorize the City to contract a debt and issue general obligations of the city in the form of General Obligation Public Improvement Bonds or, in anticipation of the issuance thereof, General Obligation Public Improvement Bond Anticipation Notes, in the principal amount of $4,100,000 to finance the costs of various public improvement projects of and for the city.

Proposed tax rate change for cigarettes, machinery and tools, and the water, sewer and other utility rates to take effect on July 1, 1996.

City Manager's Report

Ordinances recommending the proposed annual operating budget for fiscal year 1996-97:

A. Ordinance re-enacting the present tax rates on real estate, tangible personal property, privately owned pleasure boats, and on privately owned camping trailers and motor homes. The ordinance also establishes the tax rate for machinery and tools at $2.75 per $100 of assessment.

Approved, 6-0B. Ordinance amending the tax rate charged on cigarettes from the current 15 mills per cigarette (30(CT) per pack of 20) to 17.5 mills per cigarette (35(CT) per pack of 20).

Denied, 6-0C. Ordinance establishing the rate for water at $2.05 per 1,000 gallons, and increasing the monthly meter service charge by 50(CT) for each of the sizes of meters.

Corresponding increases to the water rates charged to Chesapeake and Suffolk for water sold under our contracts with these cities, as well as to direct Suffolk customers, are included.

Approved, 6-0D. An ordinance establishing the rate foe sewage discharge into the city's system from the present $1.0694 per 1,000 gallons to $1.1362 per 1,000 gallons.

Approved, 6-0E. Ordinance establishing the monthly cost for refuse collection at $14.00 per month for households (currently $13) and corresponding rates for additional collections per week as well as additional containers emptied per collection.

Approved, 5-1; Pitts opposedF. Ordinance establishing the Classifications and Pay Plan for the Fiscal Year under which the compensation and pay for our employees is administered.

Approved, 6-0G. Appropriations ordinance for the Operations Budget for the fiscal year beginning July 1, 1996 and ending June 30, 1997.

The ordinance reflects the budget as recommended by the city manager and which has been previously presented and submitted for review.

The proposed appropriation and tax ordinances as well as other budget companion ordinances listed above are submitted for Council's review in order to provide the overall actions which will be necessary to implement the budget as recommended.

Approved, 6-0Resolution adopting the 1996-2001 Capital Improvements Plan and the 1996-97 Capital Improvement Program.

Approved, 6-0Resolution authorizing the issuance of $$,100,000 of General Obligations Bonds of the city for the purpose of providing funds to pay the cost of various improvement projects.
