A 61-year-old minister and a former School Board member was elected chairman of the Redevelopment and Housing Authority board by a 6-1 vote Tuesday.

The Rev. John H. Kindred has served as a commissioner since January 1995, when he was appointed to represent the city's Cypress Borough. Kindred was appointed vice chairman as soon as he joined the board and served in that position until June 1995. He served on the School Board from 1990 to 1993.

Kindred, minister of King's Grove Pentecostal Church, was nominated by Commissioner Jean L. Copeland. His nomination was seconded by Mary Richardson, who replaced former commissioner Bea Rogers after she was elected to the City Council.

Commissioner Jack Vaughan cast the lone dissenting vote.

``The main goal of this board is to take care of the tenants,'' Kindred said after thanking the board for its vote of confidence. ``If not for the tenants, none of us would be here. And they will be my main concern.''

In another matter Tuesday, the board voted 4-3 after a brief executive session to authorize a resolution employing Clarissa E. McAdoo as executive director of the SRHA. Commissioners Vaughan, John B. Faircloth and Cola Cobb abstained.

McAdoo, 40, is a Suffolk native who has been working most recently for the Norfolk Redevelopment and Housing Authority. She is due to start Aug. 1.
