GODSEY JOINS INVESTMENT FIRM: J.P. Godsey was named assistant vice president/investments at Interstate/Johnson Lane. He has more than 12 years investment experience.

MORTGAGE COMPANY APPOINTS NEW LOAN OFFICERS: United First Mortgage appointed Alex Yarborough and William C. Wood to loan officers. Yarborough was employed with American Mortgage Source in Raleigh, N.C. Wood was employed by Premier Mortgage Group in Orlando, Fla., as a loan officer.

RECRUITMENT FIRM TO HOLD GRAND OPENING: Price and Associates, a nationwide search firm, will hold a grand opening today from 3 to 5 p.m. at 5660 Indian River Road, Suite 126, across from Founders Inn. Velinda H. Price, founder and president, said the company specializes in executive recruitment, sales and sales management, engineering and computer programming. CHAMBER CHANGES: Brooke E. McKee was promoted to program development manager at the Hampton Roads Chamber of Commerce in Virginia Beach. She was the program administrative coordinator in Virginia Beach and will be responsible for managing chamber programs and directing all sponsorship support activities for the chamber. Jan L. Burton, a chamber employee since 1988, is now program administrative manager of the Virginia Beach division. She will coordinate volunteer committees and special projects, and assist the chamber's Program Development Department in preparing for special events. Also, Dee R. Carpenter, circulation director of The Virginian-Pilot, has joined the board of directors of the Hampton Roads Chamber of Commerce's Virginia Beach division.

HRSD COMMISSIONERS NAMED: The following new commissioners were named to the Hampton Roads Sanitation District for a four-year term: Ethel M. Henry, president of Henry Enterprises in Suffolk, and Joseph R. Ambrose Jr. with GSH Real Estate in Williamsburg. PENINSULA

FAA TO REPLACE PENINSULA AIRPORT TOWER: The Federal Aviation Administration announced it will replace Newport News/Williamsburg International Airport's air traffic control facility with a state-of-the-art tower. The airport was the fastest-growing commercial airport in Virginia between 1990 and 1996 in terms of airline passengers, according to the Virginia Department of Aviation. That is largely because of ValuJet's arrival at the airport. The present tower is on top of the former passenger terminal and is 45 years old and outmoded. The new tower will be complete in late 2001. VIRGINIA

REYNOLDS METALS AND QUEBEC FIRM FORM JOINT VENTURE: Reynolds Metals Co., based in Richmond, announced it has agreed in principle with Societe Generale de Financement du Quebec to form a joint venture to operate Reynolds Cap-de-la-Madeleine, Quebec, rolling mill and its Weston Road, Toronto, Ontario, coil-coating facility. Reynolds and SGF each would have a 50 percent interest in the joint venture. Financial terms of the transaction were not disclosed, but it is not expected to have a material effect on Reynolds' financial position. Completion of the transaction is anticipated to occur in the third quarter.

CIRCUIT CITY'S UPS AND DOWNS: Circuit City Stores Inc. said sales last month at its electronics stores open at least a year fell 6 percent but sales were up 6 percent at its CarMax used car dealerships. MEMO: To submit an item, send it to Local Scene, The Virginian-Pilot
