SKUNDA TO RESIGN

Virginia Secretary of Commerce and Trade Robert T. Skunda will step down Nov. 1 to head the Virginia Biotechnology Research Park in downtown Richmond. Skunda, 50, has received much of the credit for successes by Gov. George Allen's administration in luring businesses to the state. The park's board of directors on Tuesday endorsed Skunda's appointment as its first president and chief executive officer. He will earn $120,000 a year. His Cabinet position paid $109,000 annually.
