ending with his return to Cuba.
The I-N-S ruled that Elian Gonzalez belongs with his father not with
relatives in Miami who believe that they deserve custody.

Elian was found floating on an inner tube off the Florida Coast.
His mother, stepfather and nine other Cuban refugees died when their
U-S-bound boat capsized.
Since then, Elians been living with extended family who insist he has
no future in Communist Cuba. Theyve enrolled him in elementary school
and now want to take his case to federal court.

But Elians father, Juan Gonzalez wants his son back. He says the boy
was essentially kidnapped and that relatives in Miami are keeping him
illegally. President, Fidel Castro used the custody battle as a
political tool--galvanizing Cubans whose huge protests clogged the
streets of Havana.
Far from all of that, Elian himself has spent six weeks in the
spotlight-a reluctant symbol of an international dispute.
