However, a proposal by Governor Gilmore could change that.

Authorities think high speed also played a part in an accident that claimed the lives of two young men in Montgomery County this morning.
The crash happened around one AM in McCoy.
The driver, 26 year old Michael Whittaker of Blacksburg, died at the scene.
His passenger, 19 year old Justin Matthew Quesenberry .. also of Blacksburg, died a short time later.
State police say it appears both men were ejected from the vehicle.
An autopsy will be performed tomorrow to determine if alcohol, along with high speed, was a factor in the crash.
