((For the FINAL time, President Clinton made his way through a throng of well- wishers and legislative enemies to a place before Congress and tonight, a place in history.
Although the atmosphere may have had a sense of finality, the Presidents speech did not filled with big plans a revolution in the Presidents words at a time when the nation can afford to fire the first shot. my fellow Americans, the state of our union is the strongest it has ever been!
He began with education -- and a 3 billion dollar proposal that would demand MORE from teachers and students, and offer universal pre-school programs.
All of it accompanied by a 280 million dollar gun control measure in part designed to stop school violence something the President credited Al Gore for trying to do once, but blamed House Republicans for letting it fall through later. With courage, and a tie-breaking vote by the Vice President, the Senate faced down the gun lobby, stood up for the American people, and passed this legislation. But the House failed to follow suit.
A mountain of new proposals fell under the umbrella of a massive 350 billion dollar tax cut package. ranging from credits for college tuition to more deductions for married couples.
On health care, the President continued his efforts to get prescription drugs for the elderly covered under Medicare. And pushed for a patients bill of rights, campaign finance reform, and raising the minimum wage. These are great goals, worthy of a great nation. We will not reach them all this year. Not even in this decade. But we will reach them. COWANThe President takes his message on the road tomorrow -- traveling to Quincy Illinois making the kind of stump speeches he loves so much exactly the KIND of appearance he has only a year left to do.
