A former cadet at Virginia Military Institute has been arrested and charged with arson.
FEDERAL authorities say John Daniel Payne set fire to the barracks the night six other cadets were "drummed out" for honor code violations.
The fire was quickly put out by cadets, and no one was hurt.
Payne faces up to 20-years in prison, if he's convicted.
Payne was arrested this morning in Ashland and arraigned in Richmond.

Tuesday night, the public spoke out to town council-- after learning that a grand jury would not reccomend charges against former Police Chief Ricky Foutz and his Lieutenant, Bill Brown.
At the meeting, town attorney Buck Heartwell said Judge Diane Strickland would hear from the town and from attorneys for Foutz before deciding whether to make the grand jury report public.
Heartwell says he didn't mean the public could make statements.. but that HE would be speaking on BEHALF of the town.
Strickland says she will NOT hear from the public.
Instead-- she will listen to attorneys and then make a decision.

Governor Gilmore and the board in charge of distributing Virginia's tobacco settlement money can't see eye to eye.
About 80 percent of this year's money at the disposal of the state Tobacco Indemnification and Community Revitalization Commission will go to farmers.
The remaining 20 percent will go to community revitalization projects.
The split approved yesterday goes against the governor's recommendation , who wanted all of this year's money to go to tobacco farmers.
The panel also balked at Gilmore's call to spend tobacco money on college capital projects and tourism projects in tobacco-growing areas -- but will take up those proposals again later.
Tobacco farmers will get their money by June first.

He based that opinion, in part, on the testimony of military personnel who say the vaccine made them sick. A CBS News investigation found more than 100 service members at Dover Air Force base ALONE who reported vaccine-related illnesses. A base medical officer testified there were many more.
