A surprise in this year's abortion fight in Richmond:
... a bill requiring a woman to wait 24 hours and talk to a doctor before getting an abortion is stuck in the Senate committee that was expected to finally pass it this year.

Jean, the Senate Education and Health committee has long been known as the hurdle that most abortion restrictions can't quite jump.
But this year, the Senate's power-sharing agreement expired, and the committees were re-stacked with a more conservative bent.

Clinic administrators, and even a Baptist minister who counsels abortion patients pointed out none of the testimony was current-- NOT in keeping with the amount of counseling currently given.
So the committee voted, seven to seven... and the conservative Republican chairman said this:
[sot tape TWO 11:26:50 ]

((SEN. WARREN BARRY/R-FAIRFAX: PUTS ME IN A PREDICAMENT THEN THAT I HAVE ALWAYS BEEN A STRONG BELIEVER THAT THIS MATTER IS SO MATTER IS SO IMPORTANT THAT IT'S SOMETHING THAT SHOULD BE DECIDED BY WOMEN IN COUNSEL WITH HER FAMILY, HER DOCTOR, AND HER CLERGY, AND NOT BY LAYMEN LEGISLATORS.))

((FIONA GIVENS/VA. SOCIETY FOR HUMAN LIFE: WE WERE VERY CONCERNED THAT THIS WOULD HAPPEN.))

What technically happened was that Senator Barry voted NO to passing the bill by, or killing it.
Then he voted NO to passing it.
So it's still theoretically "before the committee" and could be brought back on another day.
Senator Barry said he could change his mind.
