It all began Thanksgiving Day when a five year old Cuban boy was pulled from the waters off Miami.
His mother died at sea.
Since then an international tug of war has been underway between Elian Gonzalez's south Florida relatives and his father in Havana.
Juan Miguel Gonzalez arrived in the U-S early this morning, ready to claim his son.
For now he's at the home of a Cuban diplomat in suburban Washington.
And that's where Lee Cowan is.

THE THREE HOUR TRIP FROM HAVANA ENDED JUST BEFORE 7 THIS MORNING AT DULLES AIRPORT OUTSIDE WASHINGTON. AN ARRIVAL BEFITTING A HEAD OF STATE FOR A MAN WHO'S BECOME AN UNWANTED DIPLOMAT. IN A LENGTHY AND AT TIMES COMBATIVE STATEMENT, JUAN MIGUEL GONZALEZ USED A TRANSLATOR TO PLEAD FOR THE RETURN OF HIS SON.

BUT MUCH OF THE STATEMENT WAS POLITICAL IN NATURE. HE CHARGED THAT 6-YEAR OLD ELIAN GONZALEZ HAD BEEN HARASSED AND EXPLOITED IN AN INTERNATIONAL TUG OF WAR THAT HAS LASTED 137 DAYS.

(SOT, GONZALEZ, "it's been an agonizing experience... terrible trauma.")

A HANDFUL OF PROTESTORS GATHERED AT THE AIRPORT WITH CHANTS OF "WELCOME TO FREEDOM". IT WAS NOT MEANT TO INTIMIDATE, THEY SAY, BUT TO REMIND HIM WHERE HE IS.

(SOT, SANDY OCOSTA, PROTESTOR, "our purpose here... land of freedom.")

(LOCATOR: BETHESDA, MD)

AS ELIAN'S FATHER ARRIVED AT THE HOME OF A CUBAN DIPLOMAT OUTSIDE WASHINGTON, ELIAN WAS BACK AT PLAY AT HIS HOME IN LITTLE HAVANA, IRONICALLY NOW FURTHER AWAY FROM HIS FATHER THAN HE HAD BEEN BEFORE. NEGOTIATIONS BETWEEN THE BOY'S RELATIVES AND THE INS WERE CONTINUING TODAY WITH FAMILY MEMBERS STILL INSISTENT ELIAN'S FATHER COME TO MIAMI TO SETTLE THE DISPUTE IN PERSON. JUSTICE DEPARTMENT OFFICIALS SAY THEY'RE LOOKING FOR A COMPROMISE THAT WILL SPEED UP A REUNION THE COURTS HAVE ALREADY RULED MUST TAKE PLACE.
