(( Last night's last minute anouncement that the talks had broken down was
not a negotiating ploy -- nor was it done for simply high drama.
The talks WERE over, says the State Department -- plain and simple
-- they couldn't have gotten any closer to failure.
RICHARD BOUCHER, STATE DEPARTMENT SPOKESMAN:
All the cars were lined up, the bags were packed, people were ready to go at any moment, we could have gotten int he motorcade and departed.
This was real.
For now, Secretary of State Madeleine Albright wil take over the discussions -- most of which will be informal -- focusing on the least
contentious issues such as water rights, and other civil matters.
Butg the hardest discussions will most likely be held off, until the President returns from the G-8 economic summit in Japan Sunday night.
Tops on that list is the status of east Jerusalem -- what many say remains the most daunting obstacle to any comprehensive agreement.
SHIBLEY TELHAMI, UNIVERSITY OF MARYLAND:
Ultimately, the question of legal soverignty over the old city may be too big for either one of the two leaders to chew at this time.
Which may leave open the possibility of at least a partial agreement on OTHER ISSUES. The President already hinted some progress has been
made -- but warned the gaps are still wide.
These are in fundamental ways the hardest peace issues I've ever dealt with. But the short asnwer to why we are still here, after everybody
thought we were through is that nobody wanted to give up.
Lee Cowan/CBS News:
This game of brinkmanship has been played before -- the 1978 accords at Camp David took much the same ride. This time, President Clinton hopes
to be as lucky as President Carter was then -- reaching a deal, that may
surprize even the participants. Lee Cowan, CBS News, Washington..))
