More than four million Virginians have already registered - up from 3-point-3 million in 19-96. The state board of elections attributes the increase to the "motor voter" program - which allows voters to register at the Department of Motor Vehicles. Registration also tends to be higher in a presidential election year. But the fact that more than 75-percent of eligible voters have registered doesn't mean the number of people who actually vote will go up.
