Mr. Clinton arrived in Egypt early this morning with Secretary of State Madeleine Albright.
The summit aims to put an end to the escalating violence in the West Bank and Gaza, and to encourage the re- opening of peace talks between Israeli Prime Minister Ehud Barak and Palestinian leader Yasser Arafat.
But despite participation by the U-N, the U-S, Jordan and Egypt, expectations are low because of continued violence.

17 sailors died when apparent suicide bombers blew a huge hole into the ship on Thursday.
The ill- fated crew is replaced with workers who are still trying to stabilize the ship.
They've restored electricity, making the ship more bearable to work on.
U-S Navy and F-B-I forensics experts are combing the ship for evidence of the bomb and to recover bodies.
Investigators say they don't know yet who's responsible for the attack.
