Opponents of the plan to reopen the road asked members of city council to delay their decision and study the issue a while longer.
But a majority of council agreed that one-way traffic would make room for walkers and cyclists, while maintaining access for others.

They set no timetable for re-opening the road, and did not decide which direction the traffic will flow.

Investigators in Carroll County are still looking a murder suspect.
42-year-old Donald Ricky Allen of Christiansburg was shot once in the back of the neck in front of a house on Buffalo Road on Sunday night.
The sheriff says Allen had been there with three friends.
Two were questioned about the shooting. Investigators still want to talk to another, who's believed to be in Tennessee.
The sheriff says the shooting MAY have been drug-related.

More than a dozen people addressed Roanoke's City Council last night in opposition to an expansion plan by the Rescue Mission. In the past year, the Mission has solicited community input about their plans. But Meredyth Censullo reports, some Southeast residents say they don't believe their comments have been taken seriously.
