Owens was ordered to pay a 750-dollar fine and stay away from the girl.
He resigned from the state police and now works in retail in West Virginia.

Cutting down on the number of crashes on Interstate 81 is a top priority for the Virginia Department of Transportation.
V-DOT officials yesterday outlined changes in the road at a conference in Lexington. Safety along I-81 has been an issue following dozens of fatal accidents along an 85-mile stretch between Christiansburg and Lexington.
Plans include wider ramps, shoulders and bridges -- and using message boards to warn motorists of problems ahead.
