He seems to be quietly going about the business of assembling his transition team.

Aides say he wants to move quickly -- and has already floated the names of some key cabinet appointees in the event his narrow lead in Florida holds.

But that drew an angry response from the Gore campaign who called it a calculating display of arrogance in the face of a race still undecided.

(SOT/WILLIAM DALEY, GORE CAMPAIGN CHAIRMAN

"I believe that their actions to try to presumptively crown themselves the victors, to try to put in place a transition, run the risk of dividing the American people and creating a sense of confusion."

It also created a war of words between two former secretaries of state. James Baker, heading up Bush's recount effort in Florida says the process HAS to be done quickly citing national security concerns.

(SOT/JAMES BAKER, FORMER SECRETARY OF STATE (last bite of presser))

"The presidential election, of course, is on hold, and that affects the position of the United States in a number of different ways, particularly internationally."
