The move lowers the non-union retirement age from 55 to 53.
The program also allows some employees to add three years both to their length of service and to their age in calculating their pension.
Roughly 18 percent of the company's non-union workforce will be eligible for the program.
Norfolk Southern says the buyout offer is an attempt to reduce operating expenses.
The application deadline is December 31st.

((Three months of fighting between Palestinians and Israelis... and more than 300 dead... put the residents of Bethlehem in no mood to celebrate. And it's kept most tourists and pilgrims away. Heavy rains washed out what the few Christmas Eve festitivities that weren't cancelled. A few carolers braved the weather... but the choirs... and a handful of visitors were driven indoors. Palestinian President Yasser Arafat attended Midnight Mass... his first visit to the West Bank since the conflict began. But it was a ghost of Christmases past... when throngs of faithful would pack Bethlehem... and church choirs from all over the world would come to sing. This year... the lack of visitors hasn't just dampened holiday spirits... it's ruined Behtlehem's economy. Woodworkers make souveniers that pile up in the shops. The town's hotels and restaurants are empty. DAVID HAWKINS: If Mary and Joseph had come to Bethlehem this year... they'd find plenty of room at the inn.
