December 31 is the deadline for some 870 Norfolk Southern employees to apply for early retirement.
The move lowers the non-union retirement age from 55 to 53.
The program also allows some employees to add three years both to their length of service and to their age in calculating their pension.
Norfolk Southern says the buyout offer is an attempt to reduce operating expenses.
