The Department of Energy is projecting a 29-percent rise in the price of home heating oil this winter - with natural gas prices rising by 40-percent.
In his weekly radio address, the President says new relief and other conservation efforts are helping keep heating costs manageable.

U-S Senator Jesse Helms says he won't block the appointment of the first black judge onto the 4th U-S Circuit Court of Appeals.
President Clinton used a recess appointment to put Virginia attorney Roger Gregory on the bench Wednesday.
Helms, a Republican from North Carolina, has blocked a number of nominations over the past several years, including three black nominees.
The 4th Circuit includes Virginia, West Virginia, Maryland, North and South Carolina.

Five trucking firms in Roanoke face lawsuits stemming from a deadly accident on Interstate 81 last year.

Four people were killed in this 16 vehicle pileup in Rockbridge County.
Three of the five lawsuits claim five trucking companies are to blame for the injuries and deaths.
Two passengers who were injured are suing for three million dollars each .. and the wife of a man who was killed is suing for five million dollars in damages.
The new lawsuits are among at least ten that have been filed since the accident.

Investigators think the skeletal remains of two people found in Bland County earlier this month may be those of two men reported missing in West Virginia.
Two men searching for soda bottles discovered the remains wrapped in plastic and a blue blanket. State authorities are working with a West Virginia agency to determine the identities of the bodies.
Authorities are investigating the deaths as murder cases.

Scientists are hoping a second set of eyes will help them learn more about the solar system's biggest planet.

The Saturn-bound Cassini spacecraft is scheduled for a "fly by" of Jupiter ..
The craft is about 6-million-miles away from the planet.
Scientists at California's Jet Propulsion Laboratory will combine Cassini's observations with data from the Galileo spacecraft, which has been orbiting Jupiter since 1995.
The two will study Jupiter's atmosphere, moons, rings and the massive magnetic field surrounding the planet.

Former New York Jets coach Al Groh has reportedly signed five million dollar, seven year deal to coach the Cavaliers.

Groh resigned as coach of the Jets six days ago after New York finished the season 9 and 7 and did not make the NFL playoffs. Groh played four years at Virginia as a defensive end, graduating in 1967.

His son Mike starred as the Wahoos quarterback during the mid 90's and led Uva to the win over Florida State in 1995 and could become an assistant. Groh said today on leaving the NFL for UVa..."this provides the type of long term security and stability not commonly found in the NFL nowadays."
The big questions will be, will the 56 year old Groh retain any of UVa' current assistant coaches.

The legendary Don Shula on hand for the game.
A rough start for his former team as Miami quarterback Jay Fiedler would throw three first half interceptions and the Dolphins were hurting.
The Colts were much more precise. Indy quarterback Peyton Manning finds Jerome Pathon on a 17 yard touchdown completion in the second quarter and a two point conversion was good.
The Fins get a spark from Lamar Smith. In the third quarter, he goes in from two yards out and Miami cuts the Colts lead to 14-7.
