This sort of impromptu press conference is a little odd this early in the session.
Clearly, since the numbers were worse than lawmakers had heard even last week, Jim Gilmore wants to appear in control and well-briefed on the economic slowdown.
Also, he's headed off to Washington for the rest of the week to be sworn in as the national spokesperson for the Republican party... and he wanted to leave lawmakers with some parting thoughts.

As the Governor heads off to Washington, he's sitting in the driver's seat.
As House Speaker Vance Wilkins pointed out today, the General Assembly could pass whatever budget it wanted or NO budget at all, and the Governor could just use the pre-existing two year budget, which already funds up to the 100 percent phase out of the car tax next year.
[Boxes=Keith and Ellen/State Microwave]
(QUESTION: That would leave lawmakers with a lot of unkept promises of their own...)

Which makes them more likely to compromise with the administration over anything BUT the car tax.
