But their version does virtually stop the car tax, increasing it only from 47-point-5 to a 50 percent phase-out... and returning money to essential services for the elderly, disabled, and mentally ill -- including keeping open the Danville facility -- and to boost teacher pay and restore law enforcement cuts.
To the Governor, that's a tax increase.

((The jet crashed as it was about to land at the Point Cherry Marine Air
Station in North Carolina.
It was another deadly reminder of Harrier's poor safety record. There
have been more than 30 Harrier crashes in the last decade....killing at
least 15 pilots. And the fighter's mishap rate of 18 accidents per
100,000 flight hours makes it one of the most dangerous planes in the US
Military.
But despite its checkered history....the Marine Corp defends the plane -
which has the ability to take off and land vertically:
((Lt. John Caldwell/Marine Corp: "The Harrier is a safe program. It's
been around since the mid eighties. Whenever a problem has been
identified its been addressed and its been dealt with. ))
The Harrier crash is more bad news for the Marines. Last month the
Defense Department took over the investigation into the Marine's
troubled "Osprey" aircraft program. There have been accusations that
Marine officials falsified maintenance and performance reports for years
in order to keep that program alive. "Osprey" crashes have killed 23
marines in the past year.
Even a 1998 internal review of the Harrier...published on the Marines
own web site... found the plane is:
- a single engine airplane, which is
- challenging to fly,
- difficult to maintain, and which, because of its
- relatively low priority within the Department of the Navy,
- lags other aircraft in warfighting capabilities.
(bridge)
But the Marines plan to keep flying the Harrier until 2008...when its
successor....the Joint Strike Fighter...comes on line.
One source familiar with the Harrier program today told CBS News
that decision is likely to "put more young lives at risk."

((A committee's decision to keep the Indian symbols at Blacksburg High School brought a complaint from one Roanoke viewer (Darin Janeczko):
"After watching the first ten minutes of News 7 at Six, I have concluded that either there is no news to report in Southwest Virginia or WDBJ is so desperate to sell advertising time between 6:00pm and 6:30pm that the news staff will dig at the bottom of any barrel to find a story to report. Non-issue items such as [this] make me wonder why WDBJ doesn't add another half hour of "The Andy Griffith Show."
But other viewers were very much interested in the story. A woman from Salem (Karen Layton) wrote:
"Indians are a huge and important part of our history and most Indians feel we should teach and be proud of their heritage, yet they are fighting a local school to change the mascot name from Indians."
And from Lexington, (Catherine Roy) came this note:
"Perhaps some of the hype that goes along with the Indian mascot such as the tomahawk chop or dancing around in ways that perhaps mock their sacred rituals should be discouraged. However, the idea of having a group, animal or symbol as a mascot to represent a team is a thing of honor, not a put-down!...I wish there were a great team called the Saucy Sicilians; then I'd have a team to root for!"
And a viewer in Collinsville (Jim Maxwell) believes our coverage of the ratings duel on Thursdays between CBS and NBC was "ridiculous."
"Is it news that the TV show "Survivor" got more viewers than "Friends" on NBC? I think there should be a higher standard for news items like a hometown hero that saves someone or that helps protect a home from being robbed or burned down. Let's actually have news on and not TV ratings."
