This morning Roanoke City Police arrested Christopher Haynes of Fort Lee Virginia.
He's charged in the death of the 20-year old woman who worked at Hooters restaurant in Roanoke.
Tonight News 7 has learned that it was a tip from Chesterfield County authorities that lead police to Haynes.
They say he was seen in a Hooters restaurant in that area and his alleged actions linked him with Foster's murder.

Haynes is charged with murder and tonight he's in the Roanoke City Jail.

He's a petroleum specialist in the army, which means he's responsible for transporting fuel for military vehicles.
Haynes is also married with two children.
Roanoke City police say a tip from Chesterfield County authorities led them to Haynes.

((Thursday morning Roanoke City police arrested 26 year old Christopher Haynes and charged him with one count of murder. Authorities took Haynes into custody at Fort Pickett where he was taking part in petroleum training and transported him back to his army base at Fort Lee.
He's been charged with killing 20 year old Tina Foster, who was last seen on January 29th. She told friends she was meeting a man at the Hooters parking lot who was going to take some modeling pictures. Managers at Hooters would not go on camera but said Haynes was seen in the restaurant several times in the past. On Friday Roanoke City Police found Foster's body inside her car at the Rodeway Inn off Orange Avenue. ))

76- year- old Melvin Giles was shot to death October 26th during an apparent robbery at his store on Route 460.
Sheriff Robert Maxey had called the regional homicide squad back together this week to track down leads in the case.
But the squad disbanded today, and Maxey says his department is no closer to making an arrest.
Giles' family and store owners in the area are offering 11- thousand dollars in reward money for help in solving the case.

Fire broke out at Mill Mountain Coffee and Tea- on Campbell Avenue at about ten tonight.
Smoke could be seen coming from the top of the building-
The fire people inside were forced out.
The call first came in that a coffee roaster had overheated- People at the scene said it smelled like burned coffee.
Firefighters do have the fire under control- No word on when the coffee shop will reopen.

Virginia Gas says building its proposed new pipeline alongside an existing one would cost 10 and a half million dollars MORE than just building a new one.
Local residents have been waiting for justification -- because, they say, the environmental damages far outweigh the financial costs.
The State Corporation Commission got that 10-million dollar figure yesterday in support of a merger between Virginia Gas and New Jersey-based N-U-I.
If the merger DOES go through, the pipeline will most likely be built.
A hearing examiner from the S-C-C is due to make a recommendation on the merger within two weeks.

Australia is the croc capital of the world. It's home to both the Large man-eating salty croc, and the smaller fresh water croc which is hanging around with the survivors.
No matter the size, they can be dangerous.
Minnion says when the sun goes down- crocs can move into action- because they're well concealed. And he says the best way to aggravate a croc is to try and get near a females' newly laid eggs.

From crocodiles to sharks- new statistics out show shark attacks at an all time high.
79 shark attacks were reported worldwide last year. That's according to the International Shark Attack File.


Ten of the encounters proved fatal.
Florida leads the list with 34 attacks- one deadly.
Other fatal encounters occurred in Australia, Tanzania, Fiji, and Japan.
The shark attack keepers say people are spending more time in the water and swimming in unfamiliar areas.
Even so- curators at Sea World say you're still more likely to be struck by lighting than attacked by a shark.

A rescue in downtown Atlanta today - window washers were trapped on the face of a high rise hotel after their scaffolding collapsed.

A team of rescuers anchored a rope- one thousand feet long- to the top of this Marriott hotel. A firefighter then repelled 400 feet down the side of the hotel to reach one of the workers stranded at the 42nd floor. The rescue of the second man proved to be less dangerous - he was taken in through a window 30 feet from the top of the hotel.

((He won a high school state championship and starred in college at point guard, but, the most important position Troy Manns has ever played is the one he plays now. ((NAT SOUND:))
Manns teaches freshman English at Patrick Henry. On this day, the topics are puns and hyperbole's. To manns, there is an unfortunate touch of irony in the career he now proudly pursues. ((:))
After leading the 1991 PH team to a 27 and 1, Group 3A state championship he spent two seasons at George Mason, then transferred to Tech where he had two successful seasons. He received his masters degree from Tech in education. When an English position opened at PH, he took it. Troy is reunited with his high school coach, Woody Deans. ((:)) The pair are now friends and are able to joke about an incident that could have changed both their lives. ((:)) ((:))
Manns is also the Patriots top varsity assistant. Whether he is on the floor or in the class room, teaching young people is his true labor of love. He hopes to one day become a head coach. Steve Mason Hometown Hoops weekly.))

News 7 Sports has learned that this afternoon, GW Danville will take the interim tag off of Everett Woods title and officially make him the Eagles head football coach.
