The attack on physical evidence against Jeffrey Allen Thomas took center stage in court today as prosecutors introduced items found around Munsey's body.
They say many of them implicate Thomas in her murder. But the investigation and the evidence quickly came under attack by defense attorneys.

Virginia has 72 million more dollars to work with.
And localities have 94 million more.
That's the latest budget update from Governor Jim Gilmore today.
Gilmore announced he does NOT need legislative approval to reduce the state contribution to the Virginia Retirement System -- which the V-R-S board approved last fall.

And we can subtract the 31 million dollars in savings the administration announced yesterday.

The Governor has spared K through 12 education and direct human services from the cuts.
But the plans will be kept secret for now.
Today, Gilmore said 72 million dollars in state savings and 92 million localities will save helps stave off of the cuts.
But he acknowledged the money comes from the pot he'd urged localities to use to raise teacher pay.

Republican Senator William Wampler of Bristol is one of the budget negotiators.
I spoke with Senator Wampler by phone this afternoon, and he says he's disappointed to see the small amount of money the Governor had originally intended going to teacher pay raises be raided at this point.
He's also eager to see more specifics on the cuts.

ELLEN: The Governor said for the first time today that might be unnecessary, if he can continue to manage the shortfall. Remember, the existing budget funds the full phase-out of the car tax -- with cuts to other parts of the budget.

A Virginia Military Institute graduate walked away today from what could have been a five- year prison term.

John Daniel Payne had turned in a fellow cadet for setting fire to V-M-I's barracks.
So the government gave him credit for building a case against Twan Redmond. And that allowed the judge to ignore the five-year mandatory sentence for arson.
The 23-year-old Hanover County man told the court he'd consumed "an enormous amount of beer and shots of liquor" the night of the fire.

The two set the fire in barracks after learning six of their friends were being drummed out for honor code violations. The fire was quickly put out and no one was hurt, but V-M-I says it caused 5-thousand dollars worth of damage.
Payne was ordered to pay 50-dollars a month in restitution.
He'll remain on probation for three years.

A stand-off between Roanoke Police and a teenager who threatened to set himself on fire ended without serious injury this afternoon.

Police were called to the 700 block of 18th street around 12:30.
A spokesman says the 16- year- old had threatened to burn the house down, and had poured a flammable liquid on himself.
Police negotiators spoke with the teenager for an hour, and they eventually persuaded him to surrender.
He was taken to the hospital for observation and counseling.
