This morning police arrested 21 year old Phillip Alex Foreman from Roanoke and charged him with robbery and aggravated malicious wounding.

Foreman allegedly shot John Powers Sunday morning. Powers dropped the Foreman off on West Side Boulevard. Officials say that's when Foreman demanded money, shot out the two way radio, and then shot Powers once in the back.

After the arrest officials found Foreman is also wanted by the F-B-I in Atlanta for a murder that occurred in January.

He is currently being held in the Roanoke City Jail without bond. Powers remains in Duke Medical Center in fair condition.

Investigators say the 16- year -old driver may have blacked out because a diabetic condition.

The tanker's driver, James Eppard from Elkton, was flown to the hospital.
His injuries were NOT life-threatening.
Crews spent most of the day cleaning up one-thousand gallons of heating oil that spilled into nearby Purgatory Creek.
They say the spill is contained.
The driver of the pickup, 77-year-old Carl Runyon of Buchanan, says he did NOT realize HE caused the accident.
He's been charged with reckless driving.

Town officials say they relied on allegations contained in the report when they asked Chief Ricky Foutz and Lieutenant Bill Brown to resign. Judge James Turk told lawyers today that he thinks it's going to have to be released, but he stopped short of actually unsealing it.

The Internal Revenue Service trusts Ed Montinez to deliver tax returns and refunds.

Ed's opinion of the I-R-S isn't out of the ordinary.
And a reason for that could stem from the agency's error rate -- there's a mistake made by the I-R-S on 1 out of every 10 forms filed.
Here's an example.

Two different agents told us two different things -- one said Ed COULD deduct his graduate school expenses, one said he couldn't.
Inconsistency like that have helped to put the IRS on Ed's and America's "Most Unwanted" list.
Attempts to change that include a new web site featuring stories about tax breaks for the average American Tax Payer.
There's even a link to teach you how to fight the IRS.
The agency also has long-range plans to hire 4,000 employees - aimed at stabilizing the number of yearly audits.


But Ed says the I-R-S will have to deliver a little more than web site and staff changes to gain his trust.

((Michael Vick took the NFL coaches and scouts through a variety of throws, short hitch routs, deep balls and tosses off play action to name a few. The San Diego Chargers, owners of the top pick in the draft, say it looks more and more like Vick's their guy. ((:)) ((:))
But 10 other NFL teams in attendance aren't giving up just yet. Former Dallas signal caller and now Cowboys quarterbacks coach Wade Wilson joined offensive coordinator Jack Riley in grading and interviewing Vick. ((:))
Vick's contract could command as much as 50 million dollars and while he lacks the experience, his attitude fits right into the Chargers plans.))

The fugitive arrested for the murder at Hot Rods Car care in January committed suicide today. Earl Hale hanged himself in the city jail, according to a reliable source.

Hale was arraigned murder, malicious wounding, and firearms charges in the death of his ex- girlfriend just yesterday.
He was accused of killing 27 year old Charlene Ramsey and was arrested at a Petersburg bus station Wednesday night. (------------)
