The two by four comes in the form of a lawsuit that Republican Barry, and Democratic floor leader Dick Saslaw hope will put Gilmore administration officials under oath.

[sot standup]

They allege Gilmore's December revenue report was artificially inflated-- which would violate the no car tax law passed in 1998, with a provision to freeze the tax cut if the economy slowed down, to avoid the budget cuts still being sorted out now in Richmond.

Gilmore says he's confident his revenue figures were legal -- and if his administration didn't give an independent council of economic advisors enough information, they could have gotten it themselves.
Meanwhile, the heat stays on the lawmakers... who got a reminder from the Virginia Governmental Employees Association of how they just can't leave Richmond without a new budget.
