The bill also includes nearly 34- billion dollars' worth of tax breaks for the energy industry.
It now goes on to the Senate.

Today, the House is expected to pass a Patients' Bill of Rights that President Bush says he's ready to sign.
Late yesterday, the president announced a compromise with a key Republican congressman on WHEN patients would be able to sue their H-M-Os.
He and Georgia's Charlie Norwood agreed on language that tows a line between the broad right to sue that Norwood wants, and the strict limits that Bush wants.
Bush had threatened to veto the Norwood bill -- saying it would invite frivolous suits and drive up the cost of health care.

The search for Chandra Levy could come to Central Virginia.
Police are describing a new tip in the Levy case as routine, but they are checking it out.
An anonymous tip to a crime web site in California claims Levy's body is buried beneath a parking lot near Fort Lee, south of Richmond.

(((TRACK) The website, "WeTip.com", received the anonymous tip Tuesday night and faxed a copy to the District of Columbia police department. The website collects information on possible crimes ... and an employee at the company says the tip about the missing intern was "very detailed" ... three pages and single-spaced.

The anonymous tipster said the body of 24-year-old Chandra Levy was shrink-wrapped and buried under a parking lot that is under construction. It's on the Fort Lee military base in Petersburg, Virginia ... about 130-miles south of Washington, D-C. The information also described "how" the missing intern died.

Late Wednesday night, the FBI issued a statement saying: the Bureau is trying to determine the validity of the tip but has no plans to search in the Fort Lee area.

In Modesto, California, friends comforted the Levy parents. They have no comment on the report - it's just one of hundreds of unsubstantiated leads in a case that has baffled investigators since her disappearance on May first.

D-C police also caution that any follow-up on this tip is simply "routine". The FBI says that if the tip is deemed credible, appropriate measures will be taken to investigate. Teri Okita, CBS News, Washington.

Police say a truck traveling along 220 in Roanoke spilled some carpet it was carrying.
A woman in a car behind the truck.. swerved out the way.
Her vehicle hit the median then flipped.
She was transported to Roanoke Memorial Hospital .. her injuries do not appear life threatening.

State police say the three-year-old killed in a Rocky Mount car crash was riding UN-restrained in the front seat. And three other children also injured in the crash - and riding in the other car involved - were not wearing seatbelts.

Three-year-old Tyriek (Ty-REEK) Hill was killed when another car smashed into the passenger side.
State police say the boy's father, 21-year-old Tyrone Helms, was driving on a suspended license.
He lost control of the Honda Civic and swerved in front of an oncoming car.
The father's still in critical condition.

Six boys - one of them just twelve years old - face charges stemming from a series of break-ins in Henry County.
The sheriff's department says the break-ins happened July 26th and 27th at a number of businesses and homes in Figsboro.
The boys, ages 12 to 17, face burglary, grand larceny and firearms charges.

Danville police say a Ringgold woman ripped off a K-Mart store - to the tune of 47-THOUSAND dollars. Authorities say 18-year-old Melanie Dawn Wilmouth made off with the merchandise over a period of several months, while she was an employee of the store.

An hour of deliberation was all it took for federal jurors to convict Glenn Dexter Powell on kidnapping and weapons charges yesterday. Powell abducted his wife Kimberly at gunpoint in Salem last year. He's also accused of taking their three children.

Friends and family of Roanoke native Julia Cole held a candlelight vigil in her memory last night. Cole was stabbed to death on her way to work at a hospital near Atlanta last week. Police suspect her estranged boyfriend, 34-year-old Fred Pugh, is responsible for the attack.
