British police are connecting the explosion with dissident members of the Irish Republican Army.

Chicago Transit Authority officials say one commuter train rear-ended another train on elevated tracks just north of the city's downtown Loop.
The collision occurred shortly after 9 a-m, and left passengers inside sweltering packed cars with no power or air conditioning.
It also turned much of the city's train system into a commuter's nightmare.
Authorities say the injuries are mostly bumps, bruises and cuts.

Bank officials say they're ready to name about 100 top executives, AND put 38 bank branches on the market to satisfy concerns of federal regulators.
First Union shareholders had already approved the deal.

MR. BUSH MADE AN UNUSUAL TRIP TO CAPTIOL HILL THIS MORNING TO PUSH FOR HIS LEGISLATIVE AGENDA, INCLUDING THE PATIENTS' BILL OF RIGHTS.

(SOT BUSH)

4435 I'm going to of course urge the members to vote with the speaker and get it done.

(VO) GRAFIX IN:

THE BILL BACKED BY THE PRESIDENT WOULD GUARANTEE PATIENTS THE RIGHT TO SUE THEIR HMOs IN STATE COURTS, BUT UNDER FEDERAL LAW.
DAMAGES FOR PAIN AND SUFFERING WOULD BE CAPPED AT 1.5 MILLION DOLLARS. SUITS FOR PUNITIVE DAMAGES WOULD BE RESTRICTED AND THE SAME DOLLAR CAP WOULD APPLY.
PATIENTS WOULD BE ABLE TO CHOOSE THEIR OWN DOCTORS WITHIN THEIR HMOS, WOULD BE GUARANTEED ACCESS TO EMERGENCY ROOM AND GOVERNMENT-SPONSORED CLINICAL TRIALS.
(GRAPHIC OUT):

(VO): FURIOUS HOUSE DEMOCRATS THOUGHT THEY HAD A DEAL WITH SOME

REPUBLICANS WHICH WOULD HAVE BOXED IN THE PRESIDENT, FORCING HIM TO AGREE TO HIGHER DAMAGES OR ELSE VETO THE BILL. THEY CALLED THE BUSH PLAN A SELLOUT.

(SOT GEPHARDT)

13 36 45 This is special interest legislation. This is doing the bidding of health insurance companies and HMOs over the interest of the people.

(VO)GRAPHIC #2 IN: THE PATIENTS' BILL OF RIGHTS PASSED BY THE SENATE

WHAT REPUBLICANS ARE CELEBRATING TONIGHT IS ACTUALLY A TACTICAL VICTORY. The 24- year- old American Fulbright Scholar was arrested in January, accused of being a spy in training.
No espionage charges were filed.
Tobin says he was framed on drug charges because he refused to work for Russian intelligence.
Tobin's release ends a high- profile case that had strained U-S relations with Russia.

The demonstrators used violence to make their point that they want an end to U-S Navy bombing exercises on the island.
U-S Navy guards fired tear gas and rubber bullets at protesters who were trying to break into the range last night.
Navy officials say the protesters fired a flare at personnel inside the base.
Earlier, some people on a small boat fired a flare at a helicopter and crew.
No one was seriously injured in the skirmishes--
But they did resurrect debate over whether the U-S should maintain its military presence in Puerto Rico.
