Grant's also accused of unlawfully firing two employees of the registrar's office.
In an emotionally charged meeting in Richmond yesterday, the State Board of Elections split on a vote to ask him to resign immediately or petition the court to remove him.

Some good news for the nation's coal- miners.
The national energy scare has coal operators digging more coal in West Virginia and other coal-producing states.
According to the U-S Energy Information Agency, production is up by seven percent this year across the country.
In West Virginia-- production is up one percent.
West Virginia's Coal Association chairman predicts the
state will produce about 170- million tons by year's end.

Jeff Gordon led early but Rusty Wallace, the master of the Richmond track, passes Gordon for the lead after 20 laps.
Gordon then would have some bad luck he gets tapped in the rear by Sterling Marlin and crashes into the wall bringing out the caution.
Rusty had his car in the action all night here he races with Dale Earnhardt Junior for the second spot.
Then just before the halfway mark it was Rusty battling Ricky rudd for the lead Rudd had the lead at the midway point.
