Pulaski County officials say a suspicious powder found on Main Street is also being tested for anthrax. A maintenance worker discovered the substance on a newspaper at 9 yesterday morning near the war memorial at the courthouse. Test results are expected this afternoon. The Sheriff says it's probably a prank but they are taking it seriously.

The car-tax phase-out seems to be in jeopardy after a drop in state tax collections last month.
This past fiscal quarter is down 2-point-4 percent -- the first negative revenue number in a decade in Virginia.
State Finance Secretary John Forbes delivered the bad news yesterday and said the picture is likely to get even worse.
Republican lawmakers who control the car tax's final phase-out say it's already a "dead issue" for the next General Assembly.
