Better service leads to more happier returns.

Virginia governors have been taking office for almost four hundred years.
The first actually elected by the people was Joseph Johnson in 1851, who had a private ceremony performed by a justice of the peace.
But they've gotten flashier.
So as Virginia gears up for its latest inauguration, the Library of Virginia decided to look back.

[runs= 12]

That's the way we do it now.
Library of Virginia researcher Brent Tarter is asked a barrage of questions every four years, inspiring him to find some new facts this time.
Like, this isn't how Virginia's always done it.
Before the end of the 19th century:
[sot tape 16:08:19 ]

((BRENT TARTER/LIBRARY OF VIRGINIA: NEW GOVERNOR CAME TO TOWN, SIGNED AN OATH OF OFFICE, AND WENT TO WORK. THERE WAS NO CEREMONY, NO PARADE, NO NOTHING. DIDN'T EVEN GET MENTIONED IN THE NEWSPAPER.))
[runs= 09]

The first inaugural speech was a whopper, at more than 45 minutes in length.
That was Governor William "Extra Billy" Smith's speech in 1864.
This is a rare early outdoor ceremony -- Frederick Holliday in 1878.
They didn't do parades like James Price's in 1934, until the 1890s.
The first ball was in 1886... a tradition begun by Fitzhugh Lee, but NOT done again until groovy 1970, when Linwood Holton became Virginia's first modern Republican governor.
The Library can't explain the significance of the V-8 cans.
The first broadcast on radio and amplified for the crowd was Harry Flood Byrd's in 1926.
In 1946, new Governor Colgate Darden actually drove his own car home to Norfolk.
Amidst all the pomp and circumstance, there have been such human moments, one observed wryly in 1982 by Chuck Robb.

((THEN WITH YOUR RIGHT HAND ON THE BIBLE, RIGHT HAND RAISED ... CHUCK ROBB: LEFT HAND? HAHAHAHA.))

The inauguration of Doug Wilder in 1990 was an all-new spectacle.
Crowds that had numbered at 10 or 15 thousand in years past swelled to 30 thousand.
[sot tape 16:11:49 ]

((BRENT TARTER/LIBRARY OF VIRGINIA: I THINK WILDER'S WAS BY THE FAR THE MOST WIDELY ATTENDED INAUGURATION. IT WAS AN HISTORIC EVENT. THAT FIRST CAN NEVER HAPPEN AGAIN.))

[sot tape 98-1 20:08 ]

((GOV. DOUG WILDER: SO THAT I CAN SAY TO YOU TODAY THAT I AM A SON OF VIRGINIA! THANK YOU AND GOD BLESS ALL OF YOU.))

[runs= 08]

After 12 years of Democratic rule, Republican George Allen set a revolutionary tone -- making his inauguration not only the coldest recorded temperature in Virginia inaugural history... but pretty cold in tone.
[sot tape 94-3 31:33 ]

((GOV. GEORGE ALLEN: UNDER THE HEAVY GRIMY BOOT OF EXCESSIVE TAXATION AND SPENDING AND REGULATION... applause...YOU'RE NOT CHEERING FOR THE HEAVY GRIMY BOOT, YOU'RE WANTING TO GET IT OFF YOUR NECK, I UNDERSTAND.))

((BRENT TARTER/LIBRARY OF VIRGINIA: SO FAR AS I CAN REMEMBER, GEORGE ALLEN HAD THE FIRST HOE-DOWN. AND PROBABLY THE FIRST GOVERNOR TO WEAR FORMAL ATTIRE AND COWBOY BOOTS AT THE SAME TIME.))
[runs= 09 ]

Four years ago, Jim Gilmore stuck with the excessive taxation theme, with another direct appeal to pocketbooks of the people.
