((GOV. JIM GILMORE: THE BUDGET HAS BEEN SOUNDLY AND RESPONSIBLY BALANCED AND WE'RE LEAVING OUR SUCCESSOR IN A VERY ADVANTAGEOUS POSITION.))
[OUT Q=advantageous position.]
Gilmore accomplishes that by dipping into the rainy day fund, raiding the transportation trust fund for 600 million dollars, floating a billion dollars in bonds and asking for the state's tobacco settlement money up front.. an idea legislators rejected last year.
State workers would get a pay raise, but college tuitions could go up.. and Gilmore stands firm on not raising taxes and getting rid of the car tax by 2004.
Gilmore's last day is January 12th.. legislators will then have the task of enacting his cuts or coming up with a solution of their own.
