Roanoke City Council has granted the wish of a local church.

Calvary Baptist wants to buy property next to the church to build a parking lot for its members. But to do so-- the church had to get permission to demolish two vacant buildings. Roanoke's Architectural Review board ruled against the church's proposal saying one of the buildings had historic value. Last night-- the church appealed to city council.

In just an hour or so, classes will resume at the Appalachian School of Law. This, exactly one week after three people were killed and three others injured by a disgruntled student.

On the Grundy campus yesterday, hundreds remembered the victims and attended a closed door "town hall" style meeting.

A permanent memorial honoring the 6-people involved in the shooting is already being discussed. President Lou Ellsworth say a relief fund for their families currently holds 15-thousand dollars and is accepting donations.

A soldier who admits he killed a Hooters waitress could be be behind bars for the rest of his life.

27-year old Christopher Haynes pled guilty yesterday to first degree murder in the death last January of Tina Louise Foster.
The 20-year old student and waitress met Haynes at the Hooters restaurant on Williamson road.

He offered her 2-hundred dollars if she'd let him take pictures of her. The aspiring model disappeared after meeting Haynes later that night. Days later, she was found beaten to death in her car behind a Roanoke motel. While being arrested for the crime Haynes confessed and even wrote an apology to Foster's parents. Haynes is scheduled to be back in court for a pre-sentencing hearing in March. He faces 20-years to life in prison.

Governor Mark Warner says he is backed into a corner. He told state workers some bad news, and confirmed everyone's fears that a complete end to the car tax is only a dream for now. His proposed budget amendments include no pay raise for state employees, and a postponement of the FULL phase-out of the car tax until 2005.

Warner said the state is in real danger of building a five- billion dollar shortfall over the next four and half years unless budget issues are addressed now.

Warner's plan will increase the state agency cuts that were included in Governor Gilmore's budget, freeze the car tax repeal at 70 percent, eliminate a two percent pay raise for state employees, and raise some user fees, including a two-dollar increase in the motor vehicle registration fee.

Roanoke City Council has to decide what to do with the existing Roanoke Academy for Mathematics and Science.
That, as the city prepares to hand over nine acres in Kennedy Park to build a NEW academy.

The school board hopes to complete the new 10-million dollar school over the next two years.
That means the city will decide the fate of the old building.
